The Canadian Dam Association (CDA) is pleased to present a one-day workshop based on the methodologies presented in its Guidelines for Public Safety Around Dams.  The workshop will benefit managers and operators of dam facilities who are involved in decisions related to the management of risks, as well as staff engaged in the day-to-day maintenance of public safety at their dams – and consultants tasked with preparing public safety plans. 

 

The elements of a public safety management system will be presented, using case studies to illustrate practical applications of the CDA Guidelines for PSAD.  Methods for risk identification and treatment will be presented, including warning systems, physical and operational controls. The program will cover:

There is a growing trend that hydroelectric power station owners and consulting engineers, have been increasingly reliant on using the turbine manufacturers expected turbine operating performance and efficiency curve for operational purposes, without actually measuring the installed turbine performance.  This is based on the assumption that the actual turbine performance will match the design performance. Often, the decision to test or not to test a new or overhauled machine is based on the cost and time to complete the testing, without understanding the potential implications to the owner’s bottom line and Return on Investment (ROI). Over the life of a large turbine or even annually, this could amount to millions of dollars of lost revenue.


In reality, there are always differences between the turbine expected performance and the actual turbine performance in the value of best (peak) efficiency, best wicket gate opening, shape of the efficiency graph, and maximum output value. In KGS’s experience conducting or witnessing over 600 turbine efficiency tests worldwide, there are very few cases in which the expected performance matches the installed prototype performance.


The differences are due to step-up factors between model and prototype due to surface finish, differences between turbine model and actual full-size prototype, accuracy of CFD model simulation, and many other factors like flow approach to the turbine intake, flow pattern at the tailrace, any changes that was not documented for the turbine, etc. Another factor to consider is suitability of homologous designs available to the manufacturer, and actual quality of the final design (experience of the design team, methods used to arrive at the final design, may rely entirely on CFD). The values of the differences in expected/guaranteed efficiencies can vary from 2% to over 9%. The shape of the performance graphs also may vary from expected which may lead to incorrect dispatching of the unit.


This paper will demonstrate with several examples from real-world code testing, that having accurate performance data and baseline (flow, head, and efficiency) for unit upgrade/refurbishment or redevelopment will optimize water resources/output per unit flow, thus improving the operational decision-making process. 


This paper will also demonstrate with examples the operational benefits and financial gains for the life of a turbine which can be realized by obtaining accurate as-installed performance data for optimizing the operation and improving the maintenance frequencies.


This paper will briefly comment on the impact of operating turbine efficiently according to as built performance data on fish survivability, and the impact of deviating from the best operating conditions on fish mortality.

Older hydropower plants in Ontario often rely on manual stoplog sluices, which are impractical for spillways over 8-10 feet, reducing spill capacity. To address this, three small generating stations in northwestern Ontario were upgraded with Combined Weir Gates and lift gates, designed by Groupe Carbonneau. The Combined Weir Gate offers faster operation, improved sealing, and remote control, enhancing safety and flexibility. McGhee-Krizsan Engineering (MKE) will discuss related dam safety, concrete rehab, and environmental challenges, while Groupe Carbonneau will present the engineering solutions implemented to improve spillway operations and reduce maintenance.

The debris blockage at Rapidan Dam in 2024, coupled with the destructive impacts of Hurricane Helene and the increasing prevalence of wildfire debris, underscores the growing challenges faced by legacy dams constructed with outdated climate models. Intensifying rainfall from extreme weather events and debris influx from wildfires pose significant risks, including spillway obstructions and heightened structural pressures. Implementing debris barriers has emerged as a critical mitigation strategy. Effective installation requires a comprehensive assessment of site-specific environmental factors, integration of updated climate projections, and strategic placement to optimize resilience against future climate-driven challenges.

As part of the Little Long Dam Safety Project; OPG has responded to First Nation recommendations to mitigate impacts of an existing facility; Adam Creek Sluiceway Structure.  Lake Sturgeon, of significant cultural value to Indigenous communities becomes entrained downstream of the structure.  As the Project involved adding four sluiceway bays, an innovative engineering approach permitted top draw spill operation in the new bays.   Top draw operations are expected to reduce Lake Sturgeon becoming entrained since water is drawn from the top of the reservoir vs the bottom.  Operations will be initiated in 2025 as part of a long-term pilot study.

This presentation will focus on the case study of the Nechako Reservoir located in western British Columbia, highlighting Rio Tinto's proactive efforts in improving the operation, maintenance, and monitoring program of several extreme category dams and their gated spillway; activities conducted within the framework of BC dam safety regulations, as well as the EGBC and CDA dam safety guidelines. We will present perspectives from both the Owner (Rio Tinto Management and Operators) and the Engineer of Record (Klohn Crippen Berger), challenges, and some valuable lessons learned. Additionally, the presentation will describe the methodology used for the electrical and mechanical reliability assessment of the Spillway, the sole outlet for flood control and environmental flows. Finally, we will discuss the process of improvements of the instrumentation and monitoring program of a 100 m high dam classified as an Extreme dam under the BC Dam Safety regulations.

OPG/Hatch/Rankin/Ellis will present a case study based on the recently completed SAB1 Tailrace Deck Replacement Project. The 180-m long new tailrace deck was constructed, replacing the existing over 100-yr old deck, to meet OPG's functional requirements, provide reliable long-term operation, and allow the safe passage of vehicles and equipment. The presentation will include/discuss how this project was taken from inception to completion, highlighting some challenges and how a team of four local parties (Owner, Owner’s Representative, Contractor and Engineer) worked together to make it a success story.

The Ontario Waterpower Association's annual Recognition Awards Ceremony, held during the Power of Water Canada Conference, is an opportunity to honor outstanding contributions to the waterpower industry. This year marks the 25th anniversary of the awards, which will be presented on Thursday, May 8th, 2025.



Nominations are now open for three prestigious awards:

  • R.R. Dodokin Award
  • Innovation Award
  • Stewardship Award

Submitting a nomination allows you to celebrate individuals and organizations that have demonstrated excellence in leadership, innovation, and sustainable practices within the waterpower sector.

Prior to April 16, 2025 cancellations and refunds will be accepted and processed, less a $25.00 administration fee. After April 16, 2025, no refunds will be permitted however delegates are welcome to name another representative to attend in their place.
